He Zhonglin

First Deputy Chief Judge of the Intellectual Property Court of the Supreme People's Court (SPC), Senior Judge.

Judge He Zhonglin was born in 1970. He is a Senior Judge, and has a Ph.D. in Law. Starting from August 1991, he successively served in the HR Department, the No.3 Civil Division (Intellectual Property Division), the Research Department, the International Cooperation Department, and the 2nd Circuit Court of the Supreme People's Court (SPC), and had around 15 years intellectual property adjudication experience in which he mainly focused on patent, technology contract and anti-monopoly laws.

He studied at the China University of Political Science and Law from 1987 to 1991, and obtained a Bachelor's Degree in Law. From 1997 to 2000, he pursued further part-time study at the Peking University, and obtained a Master's Degree in Law. From September 2001 to September 2002, he studied intellectual property law at the School of Oriental and African Studies, the University of London, and obtained a Master's Degree in international comparative law. He then studied on-the-job at the Chinese Academy of Social Sciences from 2004 to 2008, and obtained a Doctor's Degree in Law (majored in civil and commercial law and directed to intellectual property law).

From January 1997, he successively served as clerk, assistant judge, judge, and presiding judge at the No.3 Civil Division (Intellectual Property Division) of the SPC. In November 2010, he was appointed as Director of the Judicial Affairs Office on Hong Kong, Macao and Taiwan of the Research Department, then as Deputy Director-General of the Research Department of the SPC. From June 2015, he became as Director-General of the International Cooperation Department of the SPC. From July 2017 to July 2019, he was on secondment as Standing Committee Member of the CPC's Tianjin Xiqing District Committee and Deputy District Chief of Tianjin Xiqing. From December 2018 to December 2020, he returned to the SPC and served as First Deputy Chief Judge of the 2nd Circuit Court which is located in Shenyang, Liaoning Province.

He was appointed as First Deputy Chief Judge of the Intellectual Property Court of the SPC on December 26, 2020.
