Judge He Zhonglin was born in 1970. He is a Senior Judge, and has a Ph.D. in Law. Starting from August 1991, he successively served in the HR Department, the No.3 Civil Division (Intellectual Property Division), the Research Department, the International Cooperation Department, and the 2nd Circuit Court of the Supreme People's Court (SPC), and had around 15 years intellectual property adjudication experience in which he mainly focused on patent, technology contract and anti-monopoly laws. He studied at the China University of Political Science and Law from 1987 to 1991, and obtained a Bachelor's Degree in Law. From 1997 to 2000, he pursued further part-time study at the Peking University, and obtained a Master's Degree in Law. From September 2001 to September 2002, he studied intellectual property law at the School of Oriental and African Studies, the University of London, and obtained a Master's Degree in international comparative law. He then studied on-the-job at the Chinese Academy of Social Sciences from 2004 to 2008, and obtained a Doctor's Degree in Law (majored in civil and commercial law and directed to intellectual property law). From January 1997, he successively served as clerk, assistant judge, judge, and presiding judge at the No.3 Civil Division (Intellectual Property Division) of the SPC. In November 2010, he was appointed as Director of the Judicial Affairs Office on Hong Kong, Macao and Taiwan of the Research Department, then as Deputy Director-General of the Research Department of the SPC. From June 2015, he became as Director-General of the International Cooperation Department of the SPC. From July 2017 to July 2019, he was on secondment as Standing Committee Member of the CPC's Tianjin Xiqing District Committee and Deputy District Chief of Tianjin Xiqing. From December 2018 to December 2020, he returned to the SPC and served as First Deputy Chief Judge of the 2nd Circuit Court which is located in Shenyang, Liaoning Province. He was appointed as First Deputy Chief Judge of the Intellectual Property Court of the SPC on December 26, 2020.
Judge Zhou was born in February 1972. He has obtained a degree of Ph.D. in Law. Starting from August 1994, he has successively served in the Personnel Department of SPC and the Intellectual Property Division of Beijing High People’s Court. He studied at Temple University, USA from July 1999 to April 2001 in pursuit of further legal studies and received a L.L.M in Law. Since December 2003, he has successively served in the Civil Division No.4 of SPC, the General Administration Office of SPC and the Civil Division No.3(IP Division) of SPC. In September 2012, he was appointed the Presiding Judge of the Civil Division No.3(IP Division) of SPC. In July 2017, he was appointed the Deputy Director General of the Enforcement Bureau of SPC. In December 2018, he was appointed the Deputy Chief Judge of the Intellectual Property Court of SPC.
Judge Zhu was born in November 1974. He has obtained a Ph.D. in Law. Starting from July 1999, he has successively served in Jiaozhou Municipal Party Committee School of Shandong Province and Beijing University of Chemical Technology. Since July 2007, he was successively appointed the Assistant Judge, the Judge and Senior Judge of the Civil Division No.3(IP Division) of SPC. From August 2016 to August 2017, he studied at Antonin Scalia Law School of George Mason University, USA and received a L.L.M in Law and economics. In June 2020, he was appointed the Deputy Chief Judge of the Intellectual Property Court of SPC.
Judge Luo was born in March 1973. She has obtained a degree of Ph.D. in Law. She began her career in Qinghai High People's Court in July 1994. She studied at law school of Temple University, USA, and received a L.L.M in Law (intellectual property)from August 2002 to November 2004 Since November 2007, she has successively served as the Assistant Judge and the Judge of the Civil Division No.3(IP Division) and the Administrative Division of SPC.
Judge He was born in February 1976. He has obtained a degree of Ph.D. in Law. Starting from July 1998, he has successively served in the Second Highway Engineering Bureau of the Ministry of Communications and Hunan University of Commerce. Since August 2010, he has successively served as the the Assistant Judge and the Judge of the Civil Division No.3(IP Division) of SPC and the Second Circuit Court of SPC.
