In February 2018, the CPC Central Committee determined that the Supreme People's Court would in charge of the reform on the Trial Mechanism of Intellectual Property Cases on Appeal at the National Level.

From March to September 2018, the Supreme People's Court conducted a survey on the reform of the Trial Mechanism of Intellectual Property Cases on Appeal at the National Level and drafted relevant alternatives.

On October 19, 2018, the CPC Central Committee approved the establishment of the Intellectual Property Court by the Supreme People's Court to hear cases on appeal over patent and other intellectual property rights involving professional technologies throughout the country.

On October 26, 2018, the 6^th Session of the Standing Committee of the 13^th National People's Congress deliberated and adopted the Decision on Several Issues Concerning Litigation Procedure of Patent and Other Intellectual Property Cases.

On December 3, 2018, the 1756^th meeting of the Judicial Committee of the Supreme People's Court discussed and approved in principle the Provisions on Several Issues Concerning the Intellectual Property Court.

On December 29, 2018, the Intellectual Property Court of the Supreme People's Court was formally established.
