The Leading Party Members' Group of the Supreme People's Court (SPC) held a meeting on June 20 on establishing a quality management indicator system for trials. Zhang Jun, president of the SPC and secretary of the SPC's Leading Party Members' Group, presided over the meeting.

In March 2011, the SPC issued an indicator system for case hearing quality assessment of , which played a positive role in enhancing judicial capabilities, optimizing trial methods, and improving judicial style. As judicial reform advanced, the system became less able to meet the development requirements of judicial trials. In 2014, the top court decided to cancel the assessment and instead to use the assessment indicator as a reference for statistical analysis of judicial work.

During the Party education campaign, the SPC learned from its surveys that many local courts suggest improving the indicator system so as to optimize resource allocation and enhance the quality and efficacy of case handling. The SPC's Leading Party Members' Group prioritized the suggestion as a key rectification task and formed a drafting group to gather input from local courts and legal experts. Over 800 suggestions were received, and valuable input from the 2011 version and the existing indicator system employed by local courts were incorporated into the enhanced version.

The new indicator system is divided into three categories — quality, efficiency and effectiveness — fully reflecting the people-centered principle, highlighting justice and efficiency and respecting the judicial rules. To prevent data falsification, "reasonable ranges" have been established for each indicator, and the varying levels of regional economic development are taken into account to ensure precision and practicality.

The top court plans to launch a pilot program of the indicator system in courts of 11 provinces and municipalities, namely Hebei province, Liaoning province, Jilin province, Heilongjiang province, Jiangsu province, Zhejiang province, Fujian province, Hunan province, Chongqing municipality, Guizhou province and Yunnan province, in July. Based on the pilot results, the system will be further revised and improved before being fully implemented nationwide.
